Kaye Bender, PhD, RN, FAAN

Biography

Dr. Bender is President and CEO of the Public Health Accreditation Board, a position she has held part-time since January 2009 and full-time since June 2009. She has over 26 years experience in public health, working at both the state and local levels within the Mississippi Department of Health. Her last position there was as Deputy State Health Officer. Dr. Bender also served as Dean of the School of Nursing and Associate Vice Chancellor for Nursing at the University of Mississippi Medical Center in Jackson. She continues to teach two courses in health systems management and population health as a part-time Professor in the School of Nursing and the School of Health Related Professions at the University of Mississippi Medical Center. She also currently mentors two doctoral students in their public health practicum at the Public Health Accreditation Board from the University of Kentucky and one DNP student from the University of Washington. She chaired the Exploring Accreditation Project funded by CDC and the Robert Wood Johnson Foundation. This study was the precursor to the establishment of the Public Health Accreditation Board. Dr. Bender served on the Institute of Medicine study committees for “The Future of the Public’s Health in the 21st Century” and “Who Will Keep the Public Healthy.” She currently serves as Chair of the the APHA Education Board and as past chair of the Public Health Leadership Society. Dr. Bender was recognized by the APHA Health Administration Section with their Excellence in Health Administration Award in 2010; by the Association of State and Territorial Directors of Nursing with their Award of Merit in 2010; by the Association of State and Territorial Health Officials with the Noble J. Swearingen Award in 2003; and by the American Nurses Association with their Pearl McIver Public Health Nursing of the Year Award in 2000. Dr. Bender is a 1995-1996 graduate of the Public Health Leadership Institute. She was inducted as a Fellow in the American Academy of Nursing in 2000.

Robin Wilcox, MPA

Biography

Robin Wilcox joined the Public Health Accreditation Board in August, 2007. As Chief Program Officer, she leads the development and implementation of the standards and measures and of the accreditation process. She guided all phases of PHAB’s beta test. Robin’s work at PHAB follows a career of leadership and innovation in the public health arena in many different venues including executive positions in a government public health agency, a health care system, a school of public health, a health planning agency, and a healthcare membership association. Robin worked in the Pennsylvania Department of Health for almost 15 years in positions that included Director of the Office of Policy, Planning, and Evaluation and Acting Deputy Secretary for Community Health. As Vice President of the Pennsylvania Institute for Healthy Communities, she worked in communities to bring together public health, healthcare, and other community resources to partner to build communities that create health. As the Executive Director of a five-county health policy and planning agency in southern New Jersey, she directed community health assessments, consumer research, health service planning, community and provider consensus development, and consumer involvement in health planning and policy development. As a member of the Coordinating Council of the Coalition for Healthier Cities and Communities, Robin was a national leader for healthy communities and a founding co-chair of both the Coalition’s Progress Measures Action Team and the States’ Network. She is also a past president of the Pennsylvania Public Health Association and served on the Advisory Committee of the Association for Community Health Improvement.

Mark Paepcke, MBA

Biography

As Chief Administrative Officer for the Public Health Accreditation Board, Mark is responsible for the management and administration of business operations including financial planning, information systems planning, and the development, evaluation, and implementation of PHAB’s overall business and financial strategy. Mark came to PHAB with a background in growing organizations in early stage development across a variety of industries. Positions held include Chief Operations Officer of Olympus Group, a high growth software company, Vice President of Service Delivery for Core, Inc., a disability management company for Fortune 100 companies, and founding member of Time Critical Decisions, LLC, a satellite telecommunications reseller. This wide industry experience and the cross-functional nature of positions held in the past, as well as entrepreneurial drive, provides a unique ability and insight to grow the business operations for the Public Health Accreditation Board. Mark received his MBA from the University of Baltimore with a specialization in Finance.

David Stone, MS, CPLP

Biography

David has served as the Education Specialist with the Public Health Accreditation Board (PHAB) since 2011. He directs the development of educational services including training, continuing education, webinars, and online modules. Prior to his current position, David was Accreditation Administrator for the North Carolina Local Health Department Accreditation Program. As Administrator, he was responsible for the oversight of the program and served as the liaison for the partners involved in local health department accreditation. Range of duties included planning, training, policy development, implementation of accreditation processes, and the interpretation of the benchmarks and activities. David also served on the Standards & Efficiencies Task Force that developed the NC accreditation proposal, serving as the chair of the best practices subcommittee. David has over 33 years of public health experience. He spent over nine years in local public health serving as Assistant Health Director in Appalachian District Health Department and as Health Director in Surry County. While director, the Surry County Health & Nutrition Center became accredited under the NC process in January 2007. Prior to that, he was with the NC State Laboratory of Public Health for 14 years as a Medical Laboratory Technologist and a Lab Improvement Consultant. He is a past president of the North Carolina Public Health Association and of the Western NC Public Health Association. He has a MS in Health Administration & Wellness and a BS in Zoology. He is an alumni of the Management Academy of Public Health and the Southeast Public Health Leadership Institute. He is certified in Learning and Performance through the Association for Talent Development Certification Institute.
