Biosketch
David has served as the Education Specialist with the Public Health Accreditation Board (PHAB) since 2011. He directs the development of educational services including training, continuing education, webinars, and online modules.
Prior to his current position, David was Accreditation Administrator for the North Carolina Local Health Department Accreditation Program. As Administrator, he was responsible for the oversight of the program and served as the liaison for the partners involved in local health department accreditation. Range of duties included planning, training, policy development, implementation of accreditation processes, and the interpretation of the benchmarks and activities. David also served on the Standards & Efficiencies Task Force that developed the NC accreditation proposal, serving as the chair of the best practices subcommittee.
David has over 33 years of public health experience. He spent over nine years in local public health serving as Assistant Health Director in Appalachian District Health Department and as Health Director in Surry County. While director, the Surry County Health & Nutrition Center became accredited under the NC process in January 2007. Prior to that, he was with the NC State Laboratory of Public Health for 14 years as a Medical Laboratory Technologist and a Lab Improvement Consultant. He is a past president of the North Carolina Public Health Association and of the Western NC Public Health Association.
He has a MS in Health Administration & Wellness and a BS in Zoology. He is an alumni of the Management Academy of Public Health and the Southeast Public Health Leadership Institute. He is certified in Learning and Performance through the Association for Talent Development Certification Institute.
