Biosketch
Dr. De Lacy Davis is a 20-year veteran sergeant who retired from service in East Orange, New Jersey on June 1, 2006. He joined the East Orange Police Department in 1986. De Lacy Davis has been an instructor at the Essex County Police Academy where he taught community policing, basic law enforcement & the use of firearms. Davis is a New Jersey State-Certified firearms instructor. He has served as the President and Vice President of the Police Benevolent Association, Local #16 in East Orange, New Jersey. He has served as the Executive Director of the East Orange Police Athletic League from 1999-2006.
In 1991, he founded the community-based organization, Black Cops Against Police Brutality (B-CAP), which led to his nation voice on police-community matters. The organization has worked with countless victims of police violence across the United States as a police reform advocate.
De Lacy Davis graduated from Drew University in Madison, New Jersey with a Bachelor of Arts degree in English. He completed his Master of Administrative Science degree (MAS) at Fairleigh Dickinson University with honors in 2002. He completed his Master of Public Administration (MPA) and his Urban Education Leadership certification at Rutgers University’s School of Public Affairs & Administration in 2012 where he was inducted into the National Honor Society Pi Alpha Alpha.
On August 17, 2019, Davis successfully defended his dissertation, Use of Force: Examining the Factors Relating to Police Officers Shooting Unarmed Black Males. He completed his Education Doctorate in Executive Leadership at St. John Fisher College, Rochester, New York. He was inducted into the international honor society Kappa Delti Pi.
Currently, De Lacy Davis is Director of De Lacy Davis Consultants, LLC, where he leads a team of talented professionals from around the United States of America with expertise in the areas of education, organizational development, organizational leadership, police practices, advocacy, community-police relationships, counterterrorism and domestic violence.
In December 2018, De Lacy Davis was selected by his peers to serve as the Interim Executive Director of New Jersey’s Alliance of Family Support Organizations. He is leading an organizational change initiative to provide technical assistance to 14 Family Support Organizations in New Jersey, Peer Support Partner certification training, and organizational capacity building.
Since November 2013, Davis has served as the Executive Director of the Family Support Organization of Union County, Plainfield, New Jersey. He is a Mental Health First Aid certificate holder and has been a certified Mental Health First Aid Instructor for adults and youth. His organization provides peer support services, education and advocacy for parents of children with emotional, behavioral, physical, psychological, developmental, substance use and juvenile justice system challenges.
Davis is the author of the best-selling book, Black Cops Against Police Brutality: A Crisis Action Plan. It is a how-to-book that teaches citizens how to respond to police violence, abuse and misconduct.
Since 1998, Dr. Davis has held the copyright for “What to Do When Stopped by the Police?” a primer that preceded “The Talk” that Black parents give to their sons to prepare them for when they may be stopped by the police on the street corner, in a motor vehicle, or when the police are knocking at their front door.
February 23-27, 2003, Sgt. Davis traveled to Rome, Italy with the Under Our Wings Delegation to meet with Pope John Paul II along with parents of juveniles in America who had been executed or sentenced to life without parole in the United States. He helped to design and implement a reentry plan for Lionel Tate, the 12-year old youth who was sentenced to life without parole for the “wrestling” death of a 6-year old playmate in Fort Lauderdale, Florida. On January 26, 2004, Davis walked Tate out of jail, after his life sentence was overturned on an appeal presented by the late Attorney Johnnie Cochran.
