Jennifer Fisher joined the statewide leadership team for Safe Baby Courts in October 2019 Since joining the Safe Baby Court leadership team Ms Fisher has contributed to the development of a Safe Baby Court workaid for DCS staff a protocol for the implementation of the Toddler Infant Needs and Strengths TINS assessment for DCS staff a Safe Baby Court fidelity tool and a Best Practice Standards Guide for Safe Baby Courts Since the implementation of TINS in Tennessee Safe Baby Courts Ms Fisher continues to support staff in best practice around TINS and the Safe Baby Court approach Ms Fisher has over 20 years of experience in child welfare specifically in the area of child abuse investigation Ms Fisher spent 4 years with the DCS Special Investigation Unit investigating allegations of abuse and neglect concerning children in state custody and those who have may been abused by persons interacting with children in a professional or volunteer capacity Ms Fisher trained in forensic interviewing at the National Childrens Advocacy Center in Huntsville Alabama and spent time as a forensic interviewer Ms Fisher also trained in the Cornerhouse model of forensic interviewing Ms Fisher has served for several years on the DCS Safety Systems review team which review deaths or near death events involving children in DCS custody or who have been involved with the child welfare system prior to the event
