Biosketch
Carla Cooper is a Project Manager in the Office of Administrative and Technology Services (OATS) overseeing the Kentucky Electronic Health Records (EHR) Incentive Payment Program. This program enables Medicaid providers to adopt certified EHR technology and submit data for the purpose of achieving Meaningful Use of this technology in the healthcare arena. Mrs. Cooper’s strong project management skills coupled with a solid foundation of IT knowledge, has enabled her to expand and share her expertise of the EHR Incentive Program with other states and U.S. Territories. The SLR was developed and maintained in house to successfully implement the EHR Incentive Program in the Commonwealth of Kentucky.
Mrs. Cooper is from Lexington, Kentucky and a graduate from Midway College in Midway, Kentucky and holds degrees in Computer Information Systems (web publishing and programming tracks) and Business Administration. Her degree in Computer Information Systems was earned with honors. She has lived in Georgetown, Kentucky for the last 10 years with her husband, two children and a dog. In her free time, she enjoys watching her daughter compete in horse shows and cheering for her son while he participates in his many sport activities.
