Needs Statement

Kentucky All Schedule Prescription Electronic Reporting (KASPER) is Kentucky’s Prescription Monitoring Program (PMP). KASPER catalogs most of the Schedule II – V controlled substance prescriptions written and dispensed within the state and is used by health care professionals to help address the issue of controlled pharmaceutical substance abuse. We have determined a need for KASPER training to expand usage of the system and to provide basic intervention information based upon recommendations from health care professionals and a focus group of leaders in the health care community. The need to expand usage of the system is also supported by data indicating an increasing problem with prescription drug addiction, and supporting the use of KASPER as an effective tool to combat prescription drug misuse, abuse and diversion.

Target Audience

This activity is intended for all healthcare professionals in the Commonwealth of Kentucky whose clinical practice is impacted by the eKASPER system.

Objectives

1. Discuss the scope of the prescription drug problem, and the characteristics of misuse, abuse and diversion of controlled pharmaceutical substances;
2. Recognize the typical behaviors of “provider shoppers”;
3. Explain the workings of the KASPER program including controls on KASPER data and usage;
4. Describe the process of establishing a KASPER account, and obtaining KASPER reports;
5. Discuss the need and responsibility of health care providers to intervene with patients who may be abusing or addicted to controlled pharmaceutical substances;
6. Describe some of the physiological aspects of drug addiction;
7. Recognize the symptoms and warning signs of controlled substance abuse and addiction;
8. Explain how to screen for controlled substance abuse and addiction, and steps for intervention; and
9. Discuss some of the intervention resources available to assist health care providers.

Objectives for Technicians
